I was really frustrated with strapless bras when I was wearing a 34, until I discovered that my real band size was 32 (my major problem was that every strapless bra I owned would be at my waist within hours of putting it on). It's possible that you're looking for the wrong size. Once you verify your size with the experts here, they can help suggest good bras. Try this Calvin Klein It's not an INSANE push-up but it plunges really nice and does have a pad at the bottom. If you don't like the little fringe, you can slice it out SUPER easily (that's what I do so I can wear lower-cut shirts with it).
You could try some Gossard bras. Lots of padding.
If you need strapless I recommend [Felina's Bra of the Year] (http://www.amazon.com/Felina-Womens-Convertible-Strapless-Plunge/dp/B001PR22S0). Very padded. You can fit in a 32DD if medium-height gores aren't an issue, but if you really need a very low gore stick to the 32D, as the sizing up changes the gore, unfortunately. The band is very sturdy. I don't even put it on the last hook all the time and I'm a 27" ribcage.
