How long should I have my light on for the Dwarf Baby Tears and the Dwarf Hairgrass to be successful?
They'll all grow fine with some low light. The dwarf hair grass probably won't spread into a lawn, but that's fine.
Buying a regular Fugeray would be more than enough light. There are also cheaper options, but I like the Fugeray.

Maybe buy some root tabs if you feel you're lacking nutrients/want faster growth (especially for the sword).
I'd like to know the answer to this, as well. I'm actually setting up a 5 gallon Betta tank with shrimp, as well.

A standard 5 gallon tank is 16" long, which is easy to find lights for.

I've had the 18" Ray2 on my 20" 10 and 15 gallon tall tanks. However it won't reach the edges so I used a glass top. The legs can be moved is to fit smaller tanks but not out to fit larger ones.
