There are several pros and cons with each of those devices. The Razer Blade 15 tends to be the most expensive and suffers from QC issues, but has the best thermals and the best looking design IMO. The Aero 15 has some issues with throttling and QC, but it is the cheapest one with a 4K OLED screen (which could be pretty useful for you). The MSI GS65 tends to be the cheapest, and it has a slightly poorer battery life than the rest of the pack and has some throttling.

So, I think the Aero 15 is probably a good bet here. If you want OLED, this configuration is available. For a regular 4K dispaly, this configuration is available.

XPS 15 is hot & not a good choice, many problems at launch, most of it is software/BIOS related though, like GPU throttling at 75C & other stuff.

Better look at Gigabyte Aero 15 with 9th gen CPU (8th gen ones are hotter, older thermal design) or Razer Blade 15. Both are overkill for your usage & you definitely don't need an i7. You will be fine with i5 + 1660Ti IMO, even for 4K gaming with those games.

IF you want the 4K OLED, Aero 15 has cheaper options & i7 9750H + 1660Ti is enough for 4K gaming for Overwatch, LoL, etc. Those 4K screens are 60Hz, so you won't have benefit playing at over 60fps. Trying to play at 144fps or 240fps is more taxing on CPU than playing at 4K (that's GPU intensive). 1660Ti can hit 4K 60fps+ at high in Overwatch, maybe it will hit even 60fps even at max settings.

Oh my gosh, is this a Windows laptop with a better screen, faster storage, a processor that won't throttle itself when you use it, with upgradable options well under $4000 that would continue to absolutely blow MacBook pros out of the water with it's power?

It's inconceivable!

Note:

I use a Windows laptop for programming not because i can't afford a MacBook pro, but because I get so much more for a fraction of the price, I can upgrade my storage to 8TB for less than $900, my ram to 32gb for less than $130. And I have a 2070 max-q graphics card in it, laptop is less than .8" thick, all this for less than $2000. I also have a desktop for gaming.

Bottom line:

The only reason to get a MacBook over a Windows is personal preference. Do not throw false facts about Mac being better than windows, it's simply not true. I have no lack of respect for those who use MacBooks, they are great, reliable machines. My wife uses one for video-editing (I should say has been using one, she's currently about to switch to windows for a better version of the video-editing program she uses). However, I have no problem with Macs, switching between the two can be difficult and daunting enough to stick with what you already have.

Actually one other reason to switch is for iOS app development, it's a pain to develop iOS apps on Windows in comparison to the tools Mac users have available. That's why we are soon getting an iMac, but that's beside the point.

tldr

Macs are not better than windows, they are simply different, and power to whoever wants to use them. The windows gang will chill over here with our sub $2000 power-houses and play games XD

If you’re the gaming type there are laptops like these designed for gaming as well as portability/productivity. However I’m not sure if they would be better than a XPS, since they’re pretty proven and true at this point.

So Gigbyte is a legit company that has made computer parts for years. Didn't know they were in the laptop scene, but this seems to be a decent price for a 6 core, 12 thread laptop. It's a little large, but you have to remember that with more cores comes more heat and many companies (looking at you Apple) are trying to fit overpowered chips in cases that are way to small and not capable of holding the heatsinks necessary to cool the parts down. Some of the things about this laptop:

Has Samsung AMOLED 4k screen that is advertised to be pre-calibrated for color accuracy.

6 Core, 12 thread I7 9750h. Not their top of the line 8 core, 16 thread but still darn good.

GTX 1660Ti - I know you said it's not for gaming but some programs have GPU acceleration. Might come in handy?

16GB of RAM - I would think that'd be enough, but could always add more.

Mostly the screen and processor for the price is what set this apart for me. That, and it doesn't absolutely scream GAMER when you look at it. It's somewhat subtle. I should say I don't own this laptop, I literally just found it while comparing and searching for laptops appropriate to answer your question.
