They come in all sizes. I've got a two foot light with two bulbs in it (relatively dim), a two foot light with 8 bulbs in it (bright!) and have a four foot light with 8 bulbs in it on order. There are many manufacturers at many price points. If a compact florescent (the spiral bulb type) is the kind of single point light source you're looking for, go for it, but if you're wanting to grow a uniform field of material these T5 HO lights are perfect and cost effective.

edit: this is a cheap option for low light production

600 watt is a shit ton of light for seedlings even at 24”. You need to have it at 36” or you need a different light for the seedling stage. I would use something like this at about 12” from the seedlings
