My short rationale for the chosen products:

CPU: Intel quad-core, 8 threads (hyperthreading) CPU clocked at 3,4GHz with a boost up to 3,8GHz. Locked CPU so no overclocking possible. It's a Xeon chip wich roughly means an i7 without the on-board graphics and a few extra features wich you won't make use of.
CPU Cooler: A very simple to install, solid CPU cooler wich will be much more silent compared to the stock intel cooler.
Motherboard: MSI H97 board, meaning the latest intel chipset made for haswell refresh aka devils canyon CPUs. Wich the Xeon E3-1231 is. Not to many bells and wistles, but will do the job just fine.
Memory: RAM is RAM, all that mathers is capacity. While 8GB might work, I think it's best to grab 16GB so you won't have any troubles running both photoshop, your drawing programs and have more then 50 tabs open at once. 1600MHz, CL9 wich is the standard. It as well is made by G.Skill who make very solid memory sticks. It as well is blue so it matches the motherboard, hurray!
Storage: 128GB SSD for your software, 3TB HDD for your photos and other data. The price increase from 2 to 3TB is so small that I just went for a 3TB drive. This should take a pretty long while before you can fill it up.
Video Card: I managed to trow in an R7-260X wich is a pretty solid GPU. Will even play the latest games on medium to high settings at 1080p. So it will have no problem with kerbal space program. It as well supports up to 6 monitors. 2 DVI, 1 HDMI and 3 via a DisplayPort splitter.
Case: Had to get a more budget case, but this is one of the best cases out there for the price. Pretty easy to work in, not the best but solid cable management options and overall fairly easy to work with.
Power Supply: 3 year warrenty, 80+ bronze, non-modular, 500W PSU made by EVGA. Your system won't draw a lot of power. It will have a hard time to draw more then 300W out of the wall under full load. But can't really go wrong with a higher wattage PSU. Means you could later upgrade the GPU if you want to play more games.
OS: Windows 7 as you asked for.
USB/Card reader: I am not 100% sure if you need this, not sure how your camera works with data. But I believe that a card reader would be nice to have, this one actually reads with the speed of USB 3.0 and the 3 extra 3.0 ports are just a very nice extra? Here is a pretty solid review of this product wich makes me able to recommend it to you. Of course, if you don't need this.. feel free to leave it out.

* Monitor: I do highly suggest to save up a little bit more money and get yourself an IPS monitor. This will be absolutely amazing for color re-production wich I would value pretty high as a photographer. I could get an IPS monitor into the budget, but i had to cut to many corners to make this possible. I believe that any IPS will be good for you, they start around $100-120. You could spend a little bit extra to get a really accurate one, but not really needed I believe
