There are several with 1080p screens and smaller SSDs under $500.
The best value laptop in my opinion is the HP 15 for $430. It has great spec for it's price that will work very well for multi-tasking with a skylake i5 processor, 8gb of ram and a 128GB SSD (upgradable if you wish). It also has a decent battery life, a lightweight for a 15.6'' at 4.65 pounds, and a 1080p display.
In the 300s, my best suggestion is the Acer E15 for $330. It has a new Kaby Lake i5 processor, 4gb of ram and a 1TB HDD. It would still work fine for multi-tasking, but if you want to heavy multi-task it would be worth buying another RAM stick and upgrading the ram. It also has a 1080p display and a backlit keyboard.
And Above the $430 range, my best suggestion is the HP 15 for $585. It has even more powerful specs with a Skylake i7 processor, 8gb of ram and a 256gb ssd. It also has a full 1080p IPS display, and a pretty decent battery life (advertised up to 6 hours).
Can you go a little over? If you can swing the extra $20, this HP Notebook 15-ay013nr would be great for you. It gets 5-6 hours of battery life, has a 1080p display, an i5-6200U, 8GB RAM, and a 128GB SSD.
If you need more storage, the 1TB HDD version isn't that much more. Any cheaper and you will lose the 1080p display or take a huge hit in battery life/CPU.
I would recommend this HP 15-ay013nr because it comes with great specs for the budget, it has i5-6200U Processor 2.3GHz which is powerful enough for your dad's usage, 8GB DDR3 of ram for smooth multi tasking, Good SSD storage (128GB) for faster booting and and overall performance, 15.6 inch with Full HD screen, Up to 7 hours of battery life with light usage and it is well under your budget.

If what you stated is all she would be doing, have you considered a chromebook? Chromebooks are literally amazingly fast & beautiful to use for the way your wife would use it. Their literally designed to do the things your wife would be doing.
You may look at the hardware at first glance and not think their any good, but the amazing thing about these is that they are so well optimized with ChromeOS (the operating system) so they run like a laptop thats worth double.
The only downside to these would be if she wanted to load specific software to the computer, like office/adobe/etc you cant. But their are alternative that are free like google docs. Outside of that, they dont provide really any storage for stuff like having a lot of movie/music files. But everything is streamed now anyways right?
The awesome part is that their really inexpensive, starting at about $200, i would say if you have a local BB near you, go try one on yourself & you'll be amazed on how smooth and fast they run.

Well, you have a few options depending on how much you want to spend. I assume hard drive space isn't much of an issue so I'd look for something with an SSD first and foremost.

Well, if you drop the gaming I think something like the first suggestion by techrico is pretty competitive (the $370 asus). I have not had the opportunity to test it myself, but the reviews are mostly positive and if I was getting one myself I would simply add another 4GB of RAM (~$20) and a 120GB SSD (~$40) - for my old laptop I removed the DVD bay and replaced it with a mount for 2nd hard drive (in my case a regular SSD), but if you want to keep the optical drive, you can simply replace the HDD with a 256GB SSD.
Anyway, here are a few more options for you to consider:
I am not a big fan of HP products in general, but I think the HP laptop is really good for the price. The option of "upgrading" the $370 Asus is also really cost-efficient, and I would suggest one of those as a "final" decision, mostly because of the fullHD screen that is imo much nicer to work with.

Assuming I understood you correctly and you're purchasing from the US, check out the following: an HP and an Asus.
Both are near as makes no difference 5 pounds, same CPU, same RAM, they're basically the same machine except that the Asus gives you double the storage space. Another nice bonus with Asus is that they have an international warranty as standard, so regardless of where you purchase it you're covered if something goes wrong.
Okay, so let's start off with the game requirements: the Sims 4 and Civ V need a low-powered integrated GPU and Splinter Cell: Blacklist requires a low-end separate GPU.
Considering the low budget you have, you won't be able to find anything new with a dedicated GPU and to run all those games you will need to have Windows.

If you really stretch your budget, I think it has the best value per dollar, since it has a Skylake Intel CPU(the newest one) and an SSD, which may have the biggest performance improvement for your system. Reviews also seem pretty solid and you may be able to run most high-end games from before 2015 on the lowest settings, since the integrated GPU seems like a pretty big upgrade over the Gen 5 one.
Yes, there will be many options, but they will always be heavier and harder to carry around in a backpack, and typically have a shorter battery life. I think 13.3 inch is the sweet spot if you plan on bringing it in classes because you'll feel cramped in your seat trying to use a 15 inch laptop. If you're not going to use it in class and such, I think a 15 would be just fine.
When you get a larger laptop, the price goes down though, so you won't have to spend as much for an equally powerful machine. You can go even cheaper than with the HP 15 for $420 which is another great option if you think you could make do with 128 GB storage. Check your current usage on your laptop / desktop to see how much you use and if you're using under 100 GB this is a solid option. You could just make use of cloud storage (such as apple icloud, google drive, dropbox) to save your files and things.

If the amazon laptop wasn't on sale, they would both be the same price. But you would get more storage, Faster CPU, and better upgrade path then a laptop would ever get.

The SSD is small, but if that's not a problem for you then it would be a great basic internet\email\MS Office type machine.
Keep in mind that it's using an M.2 SSD, so if you decide to upgrade it later you'll need to buy that type of drive.
M.2 drives are usually faster than standard SATA drives and prices on M.2 drives are coming down in price where they're not significantly more expensive than 2.5 SATA SSDs, so I don't consider this a con, but something you should be aware of.

Upside of the Acer is the discrete graphics but it's a low end graphic card so it won't help that much. Upside of the Asus is the build quality and looks. Downside of the HP is only 128 GB hard drive but it has a much lower price than the other two.

This is my favorite laptop for under $500. It has an i5 processor that is capable of doing whatever you need, 8GB of ram allows for efficient multi-tasking, and the 128gb SSD means that although you won't be able to store a lot of data locally, your read/write times will be much much faster. In practical terms this means that startup/shutdown and just general responsiveness is much faster than a traditional mechanical drive.
This laptop will still be fast even 3 or 4 years down the line from now. I buy and sell a lot of computers and laptops for clients and this one is always my favorite to recommend at the price point.

This looks like the laptop you were looking at, just with a 128 GB SSD. The trade off with an SSD is you get less storage space obviously. If you want more storage you can invest in a external HDD to keep other files.
