Juniper EX2200C. It's 100% managed, PoE and fanless 12 port gigabit switch.
You might have to go a little over your budget, but it's a decent little switch.

Ah, gotcha. I don't know how much you know about networking, but if there's room in the budget for a little R&D, pick up a lower-end managed switch to play with. Something like a Juniper EX2200-C-12T-2G (Amazon) is at the upper portion of the lower end, so it has a bunch of goodies. Might be daunting at first but it at least gives you an interface to play with and a bunch of acronyms to search for and learn about :D
Juniper EX2200-c will do more. Although I think it is a bit harder to get these for less than $300.

We use Juniper EX2200-C switches where noise is a problem, like in our classrooms. I would be surprised if HP does not have an equivalent.
