My son opens his tomorrow, I'll let you know how it goes. Freetime seems to be an infinite-access library of kids stuff, but you can't lock him down from downloading ALL of it. Bit of a strange limitation.
Once our Freetime expires, we'll lock down the main operating system with this: http://www.amazon.com/Kiddoware-Kids-Place-Parental-Control/dp/B0061S073A
And give him regular app-store downloaded educational apps and games.
He's never handled my iPad before, so this outta be a thrill for him.
Disclaimer - I'm an Android app developer with three Kindles in my household.
My son has had a 7" Kindle Fire HD ever since he was 1.5 years old - he is currently 27 months old.
Install Kid's Place, a free app dashboard that implements parental controls if you don't want to dole out the subscription fee for FreeTime.
Here is a list of his current apps, which are also suitable for your child based on age:
Angry Birds by Rovio.
Lulu in the Amazon by Zanzibook.
Abby Basic Skills by 22Learn.
Monkey Preschool Lunchbox by THUP
Monkey Mathschool Sunshine by THUP
Monkey Wordschool Adventure by THUP
Monkey Preschool Fixit by THUP
My PlayHome by Shimon Young
Dr. Panda's Daycare by TribePlay
Dr. Panda's Beauty Salon by TribePlay
Starfall All About Me by Starfall Education, LLC
Beck and Bo by Avokiddo
Emotions by Avokiddo
Preschool and Kindergarten Learning Games by Kevin Bradford
We also have an iPad 2, but our son vastly prefers the Kindle. Google and Amazon honestly seem to have better apps and controls for kids available than Apple.
Here is a good case for the Kindle, too.
edit -
And why not, here's my app - my son is a little too young to play it yet, apparently, but I keep holding out hope.
it's probably best you call them , saves you alot of hassle and time just to get the answer you need, you'd think it would be a major feature considering it's for the kids lol, sorry i couldn't help more, good luck
Edit, just wondering if there's any 3rd party software you could get that would install a filter ?

this is supposed to be a good filter
