Unless you're shaving with a straight razor, I don't think it would make a difference. I do hear that electric shavers leave more stubble, but I couldn't tell you from personal experience, as I've never used one before. Just make sure you exfoliate before you shave. Hot towel on your face for about 10-15 minutes or just shave after you shower. It helps to raise the hairs.
Also sometimes the type of shaving cream you use helps. You can look up reviews for which ones are good. Proraso seems to be a really popular brand. I use Khiel's.
