The Litebook might interest you, it's a Chromebook-like laptop that comes with Linux pre-installed, and has the ability to use regular hard drives (unlike most chromebooks). Here's a postive video review of it., as well as a negative review.
Alternatively, there are Lenovo Thinkpad Chromebooks, but I am unsure how easy/hard it is to install Linux on them.

A Lenovo Thinkpad 13 would fit those requirements pretty well, I know the Celeron version goes for very cheap all over the place, but you might be able to score the i3 version for around $300 if you look hard enough.
This is my personal device, and it runs crouton very well, though I've never tried chrx...

amazon has its weight at 4.9 lbs but most reviews I've seen shows 3.2lbs. Any idea why that is so?

TBH I hadn't even thought of the idea of being able to put a larger SSD in a chromebook... I figured they would all be soldered to keep the price down!
Have you heard anything about the updated Dell Chromebook 13?

I got this a month ago and couldn't be happier for the price. It has a higher benchmark score than most other chromebooks in the market. It's zippy, lasts about 8-10 hours and charges through USB-C. Build quality is good (lenovo thinkbook) and the keyboard is one of the better one's I've tried.
The screen and speakers aren't the greatest, but they're plenty good for under $200. It also doesn't have an HDMI slot.
