I don't see a legal concern here, but have you considered buying a collapsible cart? I used one when I lived in an apartment that required significant walking to get items from the car. It isn't ideal, but you should be fine to transport the heavy items yourself with this as long as there is an elevator.
Similar (if not the same as the Costco wagon mentioned already), I just got this and used it yesterday halling a ton of crap.
