I'm assuming you meant the first one since the second one seems like it's tinted.
It says you can wear it under makeup or apply it over makeup for reapplication ... wonder how well it actually works putting it on top of your makeup haha.

I'm not a skin expert, so I can't provide you with advice about your bumps.
But I could recommend a sunscreen. I really like MD SolarScience Sunscreen because it has high SPF, is formulated specifically so it doesn't aggravate acne or roseaca, and applies super smoothly like a makeup primer. The downsides are its high cost and it leaves a slight white cast . But I tolerate it since I've literally never gotten a sunburn whilst using this sunscreen.
I also like the Clarins sunscreen since it was watery/milky, so it was super easy to apply and you didn't need that much product. I used the tinted kind since I had acne and PIH at the time.
I didn't break out using either of these sunscreens, but everyone is different.
