It depends. There's different types of oils, some can be used in vapes and others can't.
Sublingually does work the fastest but you can also pop them into capsules and swallow directly. This is similar to the ones I use:

If you're going this method, make sure to allow a little extra time for it to take effect. Also, the effectiveness does depend on the amount of food in your stomach, i.e. take it on an empty stomach for more effectiveness if needed.
I've found it hard to find oils that are to be used in vapes but there's significant regional variation in products. If you are vaping, I highly recommend the Pax3 - expensive as heck - but it is easy to clean and work with and that's actually a big deal. These things are a pain in the ass, especially if you have trouble dealing with small things. The good thing is, I can keep the vape with me at all times for flare ups and I also purchased a smell proof case so no one even knows until I pretty much press the on button or pull it out of the case.

eBay has them cheap. Although my favorite ones have been the now brand vcaps. The other brands I tried either had a really weird smell or made my stomach upset. It could be all in my head for all I know.
