Nordstrom Rack might have Envy since Nordstrom does carry it, but since Nordstrom Rack is Nordstrom's leftovers, selection both of specific items and of sizes is really hit-or-miss.

As for something cheaper than that, you could try just going to your local stores and seeing what's available. You'd be looking for US 38DDD and US 38DDDD which is usually labelled 38G. You could also go straight to the sites you normally shop, which would almost certainly give you a wider selection anyway, especially of US 38G.
I will say though that most of the bras you're using to seeing in stores are molded foam cups and I don't know if you're going to be able to get a good fit with molded foam cups because they're generally not good for full on bottom breasts.
