I do the same rinsing/clean up routine but I'd avoid the cupboard as it may prevent everything from properly airing out. For the brush and razor get a stand so they can air dry (https://www.amazon.com/Perfecto-Deluxe-Black-Razor-Brush/dp/B00T8FS73U/) is what I got.
For the lathering part one thing that has a major impact is how much water you have on the brush. Swirling with just the hairs slightly bent is enough but if you have too much water it will be thin with large bubbles. If you have too little water it will get dense bubbles but not have enough moisture to properly protect your face.
Lastly for the Adams' Apple area I've found starting with the razor at a 90 degree angle to your skin and then making passes while slowly decreasing the angle can help you find the 'sweet spot' for that part of your face. I have areas that cut great with a 30 degree angle and some areas that need 45+ degrees to avoid nicking. Just take the time to learn how your face and neck contours flow and it'll become quick habit.

$10-15 for a stand. This appears to have gotten more expensive since I bought it.
And that's it. You don't need any more than that. You can spend more if you want. And I did buy a blade sampler to find what I like the most but still. I'm spending maybe $6 a year on shaving?!
