Well. Can you provide a little more information about how the bird was kept?

I have a nice cage that looks something like this. Great for a pair of budgies.

I don't quite understand how poo was getting everywhere, but I suppose it's entirely possible. They sell seed guards and such that may be good at keeping mess in. Any animal will come with some cleaning.

When food gets everywhere, use deeper dishes. Deeper dishes stopped my birds from grabbing food and tossing it everywhere. Don't fill water dishes up entirely, etc.

I vacuum every other day with a hand vacuum to clean up the mess of seeds and shells. I use newspaper on the cage tray and have to clean it every 3 days or so. I clean off the bottom grate with baby wipes weekly.

It's not really possible to completely train a bird, but as a general rule budgies go every 20 minutes or so. Watch for them to poop and then take then out for play time. About 15 minutes or so of interaction is plenty, do this a few times per day.
