This should play most games at mid-high settings. I put in WIndows 8 as it is a newer OS. Don't worry, you will ge tused to it. The mouse and keyboard are fairly good low-price gaming peripherals , but they are sorta placeholders, so get whatever you want. I have the same headset and for the price I reccomend it. Get whatever webcam you want, I have 0 knowlage there.

Yes, you don't have to have a top-of-the-line-sucks-your-dick condenser microphone. You can easily stream with a very inexpensive mic and some audio testing. Thought my personal recommendation would be one of these babies:

When it comes to streaming and computer specs, above anything else, streaming is VERY CPU intensive. It's highly advised a powerful/separate CPU to stream. A 2.7 dual core processor may not be enough to stream and game on at the same time, I don't know enough about your computer to say.
For your FPS situation - mess with the gfx settings more. It may sound a bit strange but a setting or two on medium/high might increase your FPS. This is because the lower your graphics are, the more stress that gets put on your CPU (which isn't designed for graphics.)
As for peripherals -
Mouse: Steelseries Rival. Hands down. Literally perfect sensor, has RGB and (in my opinion) has the best ergonomic grip of most of the gaming mice.

Headphones - this is a really complicated one to suggest. Some people will tell you to get a dedicated pair of headphones and a dedicated mic, some people will swear by Steelseries/Razer etc. I am currently using Plantronics Gamecom 780 and I'm quite satisfied with them. They were $39.99 when I got them which was the deciding factor between the 780s and their stereo counterpart. I'm unsure if the Gamecom 380 has the same sound as the 780s but at $15 cheaper you couldn't go wrong.

EDIT - I forgot to add into the headphones area that I've used Sennheiser HD 280 pros, Sennheiser HD419s, KRK headphones and AKG headphones. The 780s are all around much better than all of these if you ask me.

I'm using cheaper version: gamecom 380 , they are around 50$ without sales .
really like them ,very comfortable and nice sound. AFAIR there is two differences between this and 780, 780 is slightly bigger and have onboard sound card.

Only very small negative thing I can say about them is that cuffs are a dust magnet. But that's a payment for a comfort and for me it's totally fine.

Headset: A cheap replacement to my old, much better one that broke. It's like $40 if that's your budget or you need a quick replacement. Here it is.
Keyboard: Cheap, great, gaming keyboard from Newegg. Fufills all my needs. It doesn't have fancy volume control, sleep button, etc. The binds on my mouse do that just fine.
Note taken. However, the headphone/headset I was going to buy was recommended, and seemed great. Would this work?
