This one isn't specifically for the eye area but I really like how it goes on my skin. I put it on right after I use bakuchiol. I follow up with a primer. Even after using all this my makeup goes on perfectly. The Purito sunscreen (PURITO Centella Green Level Safe Sun SPF50+ PA++++,Broad Spectrum UVA1,2,UVB/oil-free suncream/non-nano system, Acne-prone skin) feels good but isn't moisturizing but the bakuchiol is moisturizing enough so it works out. I highly recommend it!
I recently purchased Purito Centella SPF 50 based on posts I’ve seen on this sub, and it’s so hydrating and wonderful. I get excited to put it on in the morning because it feels great and gentle on my skin and I know it’s going to help prevent more damage! I use a bit of rosehip and marula oil underneath it but it’s very moisturizing on its own. Plus, the price point is great, it’s $15 on Amazon.

You definitely need to start using sunscreen daily if you can. Some of your redness might be your genetic blood flow to your face, but, if you feel irritation as well, it's probably from the sun.

Haven't actually been able to try the unscented one yet, but I'm sure it's even less irritating
Klairs Unscented Toner
Bellamonster stress out solution serum
Products with centella asiatica or niacinamide are good for evening out the complection and reducing redness. Just avoid alcohol and essential oils if you can.
Purito has an affordable chemical spf they came out with geared towards sensitive skin and it doesn't have alcohol or essential oils. You could prob try that one out. I plan on purchasing it once I run out of my klairs one.

Edit: correction, they have lavender oil at the end of the ingredients list. So not essential oil free but also not guaranteed to cause irritation but ymmv
Hey! I hate the whole sticky sunscreen stuff as well, but I've had good luck with korean and japanese sunscreen. The FDA hasn't approved new sunscreen tech in a while in the US, but it's a big deal in those countries and they have awesome sunscreen that doesn't make me feel gross. I really like these two kinds:

Purito Centella sunscreen has been my new favorite- full of hyaluronic acid and centella asiatica. SPF 50 but almost more of a spin care product- I love it.
