I've done a lot of research into this price range over the last few days, and I just bought an R9 280X for the equivalent of 230€ in the UK.
People will say R9 290 without realising the price. The cheapest I could find for you is this Sapphire R9 290, at 285€.
The prices and quality of the other graphics card around 250€ is not great in EU. I'd say the next best value for money is the Sapphire R 280 for 190€.

What is the difference between these two R9 290 Sapphire Tri-x GPUs?

First one says OC (does it mean it's already overclocked? I don't think I want that), the other one says UEFI.... What does that mean and which one should I get? The price is practically identical.

I could trim it down some more. You could get a 970 instead of the 290 but the budget would probably pass the €1000 mark.
If you get a typical 1TB drive you could fit an SSD as well.
