Look into Royce.

Royce is a nursing bra company, but all of their bras also come in a non-nursing version without clips.

Since you probably deal with some sort of infection, I would recommend the Sadie. It has fine threads of silver woven into the fabric, which acts anti-bacterial and anti-fungal.

You might have to size up in the cup to a 38J since the cups of Royce run small. Also don't expect to get a lot of lift.

In wireless bras you get lift in two ways: you buy a cupsize that is a bit smaller so that the bust the bra is made for is smaller than your bust, the bra acts like a binder and you get lift that way, downside is that this is slightly painful and not very good for the breasts. Or you can shorten the straps to get lift, which in our size range quickly leads to pain in the shoulders. (Been there, done that, do not recommend.)

If the shape you get in Sadie is very droopy, try the Royce Charlotte. It allows less volume on top and is more suited to a full-on-bottom shape.

I prefer Charlotte over Sadie.

Additionally Elila, Goddess and Elomi have some non-wired (nursing) bras in your size range, but the material is not as nice and breathable as the one used in the Royce bras.

>Alternatively, are there any nice, soft, luxurious WIRED bras at 38HH that I could tear the wire out of?

You can take the wire pretty much out of any old bra. Downside is that the middle piece will fall forward, so I would do this only to bras that you already own and that are unwearable with the wire in anyway.

The middle piece falling forward changes the fit of the bra, it lowers the gore and you risk falling out. The only bra that does not do this is my old Panache Tango II Balc where one of the wires broke, here the gore is way too high. You are also guaranteed to get boob sweat between the breasts in a bra where you removed the wires because the gore no longer tacks.

So if you are going to buy new, I would buy an non-wired bra in your size.
