Based on what? Some GigaByte USB drives go for a few measly dollars, this is 64 GBs and a name brand for $13. A big distributor like Bethesda could make a cross promotional deal with a company like SanDisk and it would barely cost anything extra, plus it would offer additional features over traditional disc (read only) media.
