Gamers Nexus just released a videoon this, actually, recapping all their findings. The overall winner was the Gigabyte Gaming OC.

For balls to the walls, it was tied between the Sapphire Nitro+ and PowerColor Red Devil.

And just don't buy the XFX Thicc II or MSI Evoke.

Also, I did take these links from the GN video, so they are technically affiliate links. If you don't want GN to get a cut of the profits if you buy one of the cards using those links, just find them independently with a quick Amazon search (or whatever e-tailer you like best).

This is probably more monitor than this system needs. Do you need an IPS monitor?

What about a FreeSync VA panel like the AOC Agon AG273QCX. It seems to come in and out of stock, but is usually $299. Then you could go with a 5700 xt like the the Sapphire Pulse or Nitro+ which would be a step up from the 2060 Super but only cost a little bit more.

If you cut back on the monitor a little, you could move up a notch on the quality of the memory, storage, and power supply.

The other 3 youtubers got better performance than the NITRO on the STRIX. This Friday, Strix is on sale at a local massive Canadian Store chain.

You were saying about the Strix being the most expensive? Because It MUST be only where you live. In that case, I'd order off Amazon if I were you.
$6 difference between the Powercolor and Strix, from Amazon.ca
If I factor my local computer store, then the STRIX is the cheapest by $14.
