I guess the region lock is in the software? I remember that is was when i had a PC 15 years ago anyway. So that should not be a problem. If unsure, e-mail the company and ask them.
I think this external player looks good. I don´t have it myself, but i want it, hehe.
So, get a good software for the player and I don´t think there will be any problems.
