There are many steps to chocolate. It starts as a plant. It gets harvested and becomes nibs, little bits smaller than a pea. These nibs are still unrefined. I think/imagine that the nibs are ground and become cacao powder. After the cacao powder are all kinds of steps including adding sugar.

I see the problem. I am going to assume that they aren't crazy or dishonest and say that it is probable that their definition of carbohydrates does not include fiber. Otherwise the label doesn't make any sense. Keep in mind that the U.S. FDA strongly influences a lot of governments around the world (unfortunately), but not all.
