It looks like a scrape or maybe some ick. You can treat it with LifeGuard Tablets and it will go away.

P.S. contrary to popular belief, betas need a heater and filtration in their tank. If you are keeping them in a beta bowl, the water quality could be causing this issue.

I had the same exact problem with the same fish. Quarantine, bump up the temp and I used some Tetra Lifeguard (I've heard other medications are better but I was on a tight budget).

If it was my fish I'd probably dose with [Lifeguard] (https://www.amazon.com/Tetra-77326-LifeGuard-Tablets-32-Count/dp/B001XD6RH8) or something similar just to be safe, in case it's a fungal infection and not just debris from his tank. Careful if you use Lifeguard though, the pills are made for 10 gallons so I have to either break mine in half or a quarter depending on which tank I'm dosing.
