Not sure if you're joking, but in the old days of the CIA, Alan Dulles would recruit specifically from Ivy League schools... but not the best students. He looked for students with disciplinary problems, as he reasoned they would be from the "right type of families" but also feel constrained by their cloistered academic environment, and yearn for adventure. Source.

In all likelihood, such practices are still in use.

Do you really want to debate the fact that the CIA intervened in and was at least partly responsible for all of those coups?

Edit - More - I suggest you read "The Brothers: John Foster Dulles, Allen Dulles, and Their Secret World War". The Dulles brothers were certain that they could and did change governments at the whim of the US government. Maybe you know better…
