I swear I've read this book.
Edit: I totally have. The Declaration is about a society where if you take longevity drugs, you have to agree to never have children. The result, though, is that people who choose not to live forever and have kids instead are outcasts. The book centers around a kid who is raised in a government-run facility, and was taught her whole life that her parents are worthless breeders and that she never was supposed to be born.
It's a feel-good book.
Edit edit: It's not a feel-good book.
This sounds ridiculously familiar. I think I read a book with a premise similar to this.
