This goes on sale for $650 USD every so often. It has everything you want. The touchscreen is Wacom, and the pen technology is Wacom AES.

Another option is to go with a Surface, those things have N-Trig pens.

This HP might fit the bill for you. You get a 940mx, not the best in the world, but gets the job done. If you dont mind paying $50 extra, you get a 1080p touchscreenLink. The issue is that this is less of a value compared to some other gaming laptops. The inspiron 15 and the acer vx 15 give you 1080p screens and 1050's for the same price. It is the touchscreen that makes you have to settle for a 940mx. The thinkpad yoga is a decent choice too, but that has a 940m, even lower end than that of the 940mx.

This one. There were offers at $850 and $900 shortly after you replied. I was confused by the conflicting information on the product info page and the summary of the product at the top regarding the type of processor it had, but I messaged two sellers about it and they confirmed/claimed that the specifications of the machine are identical to the one you posted. As far as I can tell they are the same.

I missed the $850 deal and picked up the $900 one.

Usual ThinkPad build quality, and should last you 4+ years. However, this model is from 2016, if that concerns you.

when i say no one is gonna do work on touchscreens, I say that loosely. I'm sorry if i came of as a bit of an a$$, but that's just majority opinion in my group of tech buddies. I just believe that if he wants to play games, edit vidoes, etc. it would be better suited to get a higher preforming laptop, instead of one with a touch screen.
