No idea if this will do the trick, I ordered the one without Ethernet this morning to go with my n64 and snes bluetooth controllers to play retro style on my tv without the lag my pc has when using a steam link.
Once I get it I'll test power if I remember. Low likelihood of that by the way lol

Edit: You can charge with it, slowly. When running an emulator or game it just slows the discharge about half way give or take depending on the game. For the price, totally happy with it.
I use this guy, has USB-A, HDMI (says 4k, but who knows lol), and Ethernet. Phone says "charging slowly" but everything on there works :D

Using this one with ethernet and another USB port on a 1080p monitor, works great so far.
I've been eyeballing this one. USB C, USB A, Ethernet, and HDMI for <$40.
