It will be good enough to charge when your laptop is asleep or shut down.
It will even charge it when you're just doing light tasks like web browsing or watching video.
However, don't expect 40W to be enough to charge your laptop while gaming. It will help though. The battery will drain far slower.
On the whole, if you like the monitor, then go with it, I don't see an issue.
I have a 15 inch MacBook Pro. It needs a 87W power adaptor to charge at full speed.
I use it with a USB-C monitor at work that can only charge at 60W. It's never been an issue for me. Sure it charges slower than it would at 87W, but I don't mind.
If it really bothers you, just get a dedicated USB-C charger to charge your laptop at full speed:
