Dotting tools are like paint brushes for your nails, but instead of doing lines with a brush you dot the polish on with the metal tip to create a design. Here are what they look like.
I got dotting tools and a pack of cheap brushes at the same time through Amazon so I could begin with nail art too. I got these brushes and these dotting tools together, since they're from the same seller and I got free Prime shipping at the time. They're actually pretty nice quality for the variety and price if you want to experiment, and then it won't be a huge loss if they fall apart from acetone or anything if you're a beginner (but you may also find a similar variety in an art store - I know some people do since they're cheap, and places like Michael's always have 20% coupons and stuff). I just clean mine sort of how I clean normal art brushes - I rinse very well immediately after use. I guess some nail polish remover could be ok (not sure though), but pure acetone will ruin them slowly over time, (although some people are ok with that if they're cheap angled brushes used for cleanup). Sorry if that's confusing lol, I'm no pro, but I hope it helps! :)
edit: Also, depending on your current color selection... if you don't have too many colors/polishes to begin, you can always get polishes made specifically for nail art, such as these. They have the thin brushes inside for designs. That's a huge array there, but you can find similar brands in that form in beauty supply stores or online in a few colors if you want to try those too. I have some, and I like them, but yes, normal brushes are nice to have too of course! :)

Dotting tools for sure! Similar to toothpicks but with different sized balls and way easier to clean/reuse. Also striping brushes so you can make any polish a "striping" polish.
