Man that sucks. What ear plugs did you try? I surfed around a bit and it seems that these earplugs are highly recommended.
I know it is a really delicate operation to ask a roommate to lower their voice, but you could turn it around and tell him that you can hear every word he says and you don't want to intrude upon his privacy so could he perhaps relocate his computer.
