You can use AMD Radeon settings or use MSI After burner to control the fan speeds. I use MSI after burner and in the main page you should see a slider called Fan speed, it's above the GPU's temperature timeline chart. You can manually set the fan speed or go to the settings and make your own fan profile which is also something I did. I don't know what 580 you have but mine is huge with 2 large fans and man it sounds like a jet when at full speed but I don't mind it.
This is my RX 580 GTS black Edition. The carbon fiber in it is beautiful, when I can see it.

I feel like my RX 580 is broken. Recently bought this RX 580 https://www.amazon.com/XFX-Black-1425Mhz-Graphic-RX-580P8DBD6/dp/B071CD6K6Z/ref=sr_1_3?s=pc&ie=UTF8&qid=1520378129&sr=1-3&keywords=rx+580

Started playing some Witcher 3 and it feels like it runs slower and louder when compared to when I played it on a prebuilt PC with a refrence RX 580. Fans are nearly always at >2,000 rmp So I benchmarked my PC with Unigine Heaven and got this.

That looks great, I think I will look for the best price on the 580 I can find. Out of curiosity, what made you pick that card, is it just currently known to be a great value/bang for buck card? I'm trying to learn how to best determine what to get on my own in the future.

Update: just purchased an RX 580 XFX 8GB OC+ Black Edition from eBay, got it for $165.00 after using my eBay bucks coupon, and shipping costs. Very excited with the price, have heard good things about XFX warranty policy, and I'm sure the performance upgrade, and the fact that it will work normal will be great for me. Thanks for the vote of confidence!

I got this video card. Any reason it wouldn't be compatible? I can try to return it for a new one. The motherboard has two PCI slots and both didn't work, so if anything it's a bad card not motherboard probably.

They are the last generation of AMD GPU's, the current line up consists of the 5700 and 5700xt. The 580's are solid budget GPU's for decent 1080p gaming. As for price discrepancies, there is no reason to spend over $200 on an rx580 right now. The ones at the lower price points are probably just retailers trying to clear their inventory. Make sure you get the 8GB version and not the 4GB version though.

You cant really go wrong with a manufacturer, but look for things like clock speed and cooling performance. Usually more fans = better cooling, but this is not a blanket statement.
I believe the one I have listed below is one of the best RX580's out of the box, but someone with more knowledge in this area can throw in their two cents as I have never built a budget system.
