Please look in your local ads/craigslist, audio equipment is often sold very cheaply and it doesn't really go bad.

Also look on the deals site such as slickdeals. I've seen HTiB's there for 200.

Finally there's nothing 'wrong' about a soundbar if that's all you can afford. It will be better than tv sound, but won't provide an upgrade path.

these aren't going to be great but will be better than the tv for sure. Buy a used receiver for ~$75.

If you can increase your budget by say $100 I'd still get the same cheap receiver but speakers can be much better.
