Does anyone know how this card (1556/1670 MHz) would compare to the Zotac AMP (1569/1683 MHz) or the Zotac AMP Extreme (1645/1759 MHz)? Does the increased clock speed make much of a difference?

Take that with a grain of salt, but expect a ~25% difference between the 1070 and the 1080, and about the same jumping up from a 1080 to a 1080ti.
That card has a blower stile cooler, which can get pretty hot and really loud. Again, just 30€ more and you can get a way better model, at least as far as cooling is concerned. It's not a top model, but almost all cards can get up to the 2 GHz barrier so it doesn't really matter.

I'm looking at a new 1080ti as the used one I got from eBay a couple weeks ago turned out to be shit. The two on Amazon that look interesting are the Aorus one at $760 and the Zotac one at $680. With such a price difference is the quieter, cooler Gigabyte one still a better purchase?

There's no reason to limit yourself to just one site. This should be obvious by using pcpartpicker. Sometimes Amazon has much better prices than Newegg, like this Zotac 1080 ti that is $40 more on Newegg.

And of course there are a number of other sites, like B&H and Jet. It's fairly common for at least one of these sites to have a better price than Newegg.
