I combined a few things I found on Amazon to create what I think would be an amazing centerpiece, but it may not be the cheapest thing ever.
Get a candelabra in black, and some purple candles.
Or, if you don't like the candelabra idea, you could layer a birdcage with some black crepe and put some tealights in as well. Worried about fire potential with that one, although I like it a lot!
They both seem pretty Addams Family themed, but obviously the final thoughts on that belong to you.

I don't know much about overpriced irl...just that the smallest Halloween related thing in Party City could be like $50 lol
Do NOT paint the tile and mantel. Painting tile is not something that is easily undone, and your landlord will charge you to have the mantel re-tiled if you paint it.
This is a decor problem, not a home improvement problem. I'd recommend just decorating around it by placing a candle arrangement like this on the hearth. Hang a mirror above the mantel and put a couple small plants or decorative objects on the mantel and you're done.
Don't put a space heater there, it looks silly.
