My initial thought is that HDMI over ethernet may not work awesome. I remember having issues trying to figure that out at a friend's place, something about not having enough bandwidth for full HD. While you're putting in central VAC, I do highly suggest putting one of these things in the kitchen. Super handy.
Could have been a built in whole house vacuum. I installed one one time with PVC pipe. That clamp looks like it could have held one. Check the baseboards in the kitchen under the cabinets for an automatic dustpan (or a hole for one) that would open to sweep stuff into or funny looking wall plates . My guess for the drops with the spigots would be maybe to separate big debris.
IF you want to fix it I would get this otherwise I would look for another 4870 to scavenge parts from
