Note, though, that compression garments help maintain leg size during the day but may not be enough on its own. The pump, or a night garment (the material is kinda like an oven mitt, and helps move lymph fluid), or something of that nature is likely needed. /u/windupwren is absolutely right that you really need to go through a good PT certified in lymphedema management.

One more thing--custom compression garments instead of off the rack makes a big difference to when it comes to the ease of putting them on. With arthritis, your Mom will still need assistance (be it a device or a person, etc.), but the right fit does help.

Personally I hate my Danskos, so have him/her try them on before you buy them outright! I prefer running shoes like New Balance or Asics.

Definitely wear socks. I had the same problem with smelly slippers until I started wearing socks when I wore my slippers. I change socks when I put my slippers on too. I wear a light weight sock with minimal restriction. They're designed for diabetics, but I wear them for comfort. They're also cool when it gets hot. When it gets cold, I wear them as a liner sock inside a pair of loose fitting wool socks.
