What do you mean by "unknown state" for the ATI tv tuner hd600 Pcie 1x? Do you mean that it may be non-functional?

If so, that's pretty pricy considering that it sells new for $20.

Most PCs come with Win7 these days and a USB tuner is fairly cheap ($29 with Prime shipping), so being able to set up an antenna to get all those channels is the biggest task.

Has TWC started encrypting the basic channels yet? If not, most modern tuners should also work if you just straight-up plug in the coax cable.
