This has really already been solved already though, I think it’s a question of price. 5 seconds of amazon research shows that most leaf blowers are under $200 (ex: https://www.amazon.com/dp/B01FZ2JL2K/ref=cm_sw_r_cp_api_i_lErVDbNC0ZM4S )while one with a well tuned engine and a catalytic converter is about $500 (ex: https://www.amazon.com/dp/B005C7GQKY/ref=cm_sw_r_cp_api_i_OCrVDb2D5W679 ). Not sure if the pricey one is harder on the environment than the electric one, probably a tossup and will depend on the supply chain.
I think what we need is an environmental score for stuff that people can trust and understand. This stuff gets complex and there isn’t a lot of transparency.
One of these will do the trick.
I use this Makita 18V blower to dry my truck and then come back with towels, makes drying wheels a breeze.

First you need to get a business license .. depending on where you live it will be the city or county. where i live if i work in the county but go into town limits i need a town business license too. There are no checks except the one you write.. probably about $50-75

Next you go to a third party insurance agency and tell them you are doing lawncare and they will sell you 300k of liability insurance.. about $400 a year .. you are going to eventually weed wack or run over or do something to something and you need the insurance.. don't start your business without one you are not 14 years old .. and for small things you do it out of pocket.. hit their screened in veranda with your weed wacker .. you replace the screen.. put a pebble through their sliding glass door .. or hit their AC outside unit .. could be a couple thousand or a couple hundred who knows but you are going to need insurance.

Lawnmower, weedwacker, blower, chainsaw, bush trimmer .. you buy the cheapest ones you can find for your first set.. when you make enough you replace them but you keep your cheapass ones for backups.. you can't be without any of those basic tools.

Look for factory reconditioned .. poulan pro people blah about them but husqvarna makes poulan pro.. the only difference is that poulan pro tools are normally heavier but they are dam good tools for the price i have a green blower and green chainsaw as my secondary tools and they don't let me down if i get the choke right when i start them.. thats the only problem i have with them the chokes kinda blow then they can flood and you got to wait a bit.

Mower you have to size for the property you are cutting and your ability to push it.. I have a small 30" rider mower and that normally lets me cut a small yard.. its a retirement community so the lots should be small .. corners i do have to do a lot of wacking i wouldn't with a push mower but in 3rd gear i can get the yard done in 20% of the time pushing would take.. i like craftsman rear engine riders they seem to be balanced right for my work. they are hard to find use but $500 on craigslist with a bagger isn't out of the ordinary vs $2500 for a zero turn generic pos that isn't really a commercial version mower... its not a big choice to make for me $500 and change the belts and you got a mower that will last a few years. Ive had mine about 7 years.

advertise by word of mouth .. if you are in a hoa community understand the rules before you go knocking on doors.. magnetic sign on your truck and a pay as you go cell phone for work not your home or they will know where you live.
