I use a different Howard Leight (these ones) to sleep and they're great. They've kept me from murdering a snoring husband! I've also used them shooting and on job sites with great success.
You can also use them a whole hell of a lot longer than the squishy moldable ones

The expanding foam ones hurt my ears and give me a headache also. I don't like the wax ones, but these rubber ones work for me. They come with a little case and are easy to clean so you can reuse them many times unlike the foam or wax ones. Also the string is optional, I always throw it away.
I usually see custom molded plugs. Not much for electronic because there’s not many out there that are active cancelling.
I use these for Cowboy Action Shooting. Not electronic noise canceling, but they’re very comfortable in my ears.

Swimming ear plugs work well for me.
About 8$ for three pair.
Block the wind noise while still able to hear surrounding traffic.

Two pair for $7 plus string and case. I wear them to the datacenter and when upstairs neighbor's tv is too fucking loud and I'm trying to sleep.

Eye Wear- Pilla Outlaw X7 with 76, 50, and 32 lenses.
Ear Protection- Standard rubber ear plugs. These come in packs of three on amazon. Each one comes with a carrying case. You can find them here
edit: I do recommend finding someone at a nearby range that will let you try some glasses engineered for shooting and target contrast to see what they do. (i.e. Pilla, Randolph Engineering, etc.) Don't take someone's word for it, test it for yourself. Just seeing a target being thrown with Pilla's on made me understand how important your eye wear is.

I've been using Howard leight fusion reusables for about 5 years of daily commuting. Cost about $2-3/pr. I wash them occasionally and replace them every few months.

At that time, there are not that many places to study. The Starbucks where I used to go was open until 10:30. It's not quiet, but it's a nice place to study with the music.
You can actually try to find an empty classroom to study in sometimes.
I recommend getting earplugs. I like these ones a lot. I also recommend you wear ear-buds and listen to music while you study. I usually listened to Tycho while I studied. Sometimes I would also listen to Thomas Newman and Blackmill. I never used to listen to music while I studied in high school. I had to when I got to college and I very much enjoyed it. I got used to listening to music.
Why can't you study in your bedroom? Don't you have a desk?
Doesn't your roommate study? Some freshman don't study enough and then they will flunk out of school. You can try to take night classes next semester and study during the day when your roommate isn't home.
