Hm, okay. It seems like your above the recommended specs for the game, but still seem to have trouble running it regardless which is interesting. From what I've read you clean the dust out of your PC regularly already, so my only suggestion would be to download a utility such as CC Cleaner or IObit's Advanced System Care 11 and a defragmenting tool like Smart Defrag 5 which is also from IObit. I would try using these programs first before diving into buying a new PC and see if they help at all. I'm assuming you have anti-virus software so I would run that as well just to be sure.

If that doesn't work then I found a few pre-builts with pretty good specs for a reasonable price.

Option 1 $840 [NEW]

Option 2 $869 [REFURBISHED]

Option 3 $900 [NEW]

Option 4 $934 [NEW]

[Option 5] (https://www.newegg.com/Product/Product.aspx?Item=9SIA65C6WA5644) $1450 [NEW]

The 5th option is only if you want to go balls-to-the-wall, the cheaper options I've included should run Stellaris without a hitch.

This is the exact model. I've already replaced the power supply in it because I falsely assumed that's where the problems were stemming from, but that was months ago.

I compared about 20 different prebuilts I could find between Newegg and Amazon, and most had some serious problems such as not having an SSD, were really imbalanced, or just plain overpriced. Here's my final choices I'd make if it were me, though with some slight caveats in each.

Here's option 1 This build won't have liquid cooling or be too flashy, but it has an SSD, a solid graphics card, and a moderate CPU (on par with the 1400-1500x). It does however need you to install an additional 8gb of RAM for the full experience I'd want for you. For purely gaming, it will do nicely, but in the future you will probably want a faster CPU, and that could be a pain in the ass if you want more than the 7700k. Im not too excited about this build because of that lone fact, but it would do best for today with only minimal hassle.

You should note that I've seen nearly this exact build listed on r/buildapcsales a few times for $200 less, so if you're patient you could save some money.

Here is another prebuilt option This build does NOT have an SSD, though it has the proper amount of RAM you need and a faster CPU. It could be argued that this build is better than the last in several ways, but unless you are willing to install an SSD (OS on the SSD), you will notice significant load times compared to the previous build. It's not bad, don't get me wrong, but it is compared to any SSD out there.

This build has a lot more flash, a very powerful CPU, but has only 8gb of RAM as well as not having an SSD. All builds are approximately the same in terms of graphics.

If you have a spare 4+ hours, you could build your own setup that's considerably better than all of these options I think, and would be fully custom to your wishes.

save your money and buy a desktop. the best part is over time you can upgrade it a "gaming" laptop at that price point not as much.
