Try this, or other variants of it? You may need to paint a primer coat on it for it to stick, but I'm not too sure as I've never done any cosplay work.

not water resistant at all -it's a standard nylon backpack, not treated, but I would think you could try spraying it down with something like nikwax or aqua armor and maybe make it a little water resistant? http://www.amazon.com/Aqua-Armor-Fabric-Waterproofing-Spray/dp/B002WLN6YW

best bet is to put stuff into ziplock bags inside the backpack that you need to stay dry

I don't know how long it would last. From what I hear it's a pretty soft coating so it would rub off in a very short time. You could pick up a can of this and see if that works for you.
