For your price point, I would consider looking at singles instead of palettes as I can't think of any good ones under $30 with all you're asking for colorwise.

Here she is! I flipped the magnet around because I got the white side super dirty. I got the clear one. It looks slightly blue-ish in amazons photos, but it's clear IRL.
Check these artbins ones out. Technically they are made for holding pins, razors, and other things for crafting, BUT they work great for my shadow singles collection. Plus you can get them for $4.99 each. Its also a prime ship item if you have Amazon prime. I found one on amazon that's only $7!!! It's technically not a z-palette but it's a a magnetic plastic case intended for sewing supplies but all the reviewers use it as z-palette.

I also use an ArtBin box for my WIPs. It’s big enough to put a hoop or qsnap. I keep my floss in Floss-a-way bags vs bobbins and put those all in a bigger plastic bag that I also toss in that ArtBin box. I also have this small magnetic ArtBin container where I keep my needles, needle minders when not using, scissors, and threader. I toss that in the bigger box and it all slips right under my couch when I want to tuck it away!

I like these magnetic sewing case for storing single shadows, blushers, and highlighters. They aren't beautiful, but they are cheap and functional!

i got mine at joann fabric! I would have liked the clear/blueish one, but they only had pink.
EDIT: there's a lot of photos in the comments/reviews of people who used it as a makeshift magnetic palette! That's where I got the idea!!
