I'm pretty sure there are still "temporary" sections of vinyl that can be attached to the fence with zip ties. This way you can easily remove them for the landlord when you move. It should drastically help the chaos that ensues when the neighbor dog sees your dog in the yard. Might still bark, but should avoid the snapping and snarling.
