I have fine, thin dark brown hair. If I let it air-dry, it's a little wavy. If I blow dry it, it is mostly straight.

  Things You Can Do
  
  
• Change up your part - if you always part one way, you hair sort of learns to lay flatter around that. Switch it up.
  
• Get a hair cut that actually helps - I have collar-bone length hair with some layers for volume. I also stopped doing the "ombre" hair dye thing because it makes your ends voluminous (even frizzy) but keeps your roots super flat.
  
• Tease. Your. Hair. Youtube it. Whatever you gotta do. Tease your hair! And use hair spray when you're done.
  
• Don't OVER-PRODUCT your hair. It will just get oily and die a sad, flat death after like 20 minutes.
  
• If your hair is REALLY oily - don't use conditioner!
  
• Get good at doing wavy-curls with a curling stick!
  
• Half-up, half-down (or half-bun) hair styles allow you to tease the shit outta the crown of your head, and then use a hair elastic to keep that shit in place, so I do that for going out sometimes.

I assume you're in the States? Do you have Batiste dry shampoo? The dark hair version is great, no dusty white powder and it helps cover my grey hair!

My sister started using it because she had the same issue with dry shampoo making her hair look grey and dusty. She gets it from drug stores like Rite Aid, Walgreens, etc. Or places like Ulta and Target. I'm not sure where you live, but they have it on Amazon too:
