I have a Benro S2 that came with my video monopod and I love it! Its smooth when doing both pans and tilts, has a solid metal build, and has a bubble level which is useful if I put it on a tripod. One thing I should mention though is that the hole on the bottom is 3/8in, not 1/4 like most tripods, so you'll need an adapter.

/u/video_work_throwaway - unless you really need another still camera, I would avoid DSLRs and mirrorless cameras at this budget level. As you know, they all lack video basics - e.g., pro XLR mic inputs, built-in ND filters and external video controls.
Most of them also lack dual card slots, power zoom rockers and unlimited recording times.
Instead, I recommend a large sensor, 4K/60p pro camcorder. Sadly, the C100 II is a 1080p camera - and the FS5 is limited to 30 frames per second at 4K.

Bundled with the Atomos Inferno recorder, the JVC LS300 is the least expensive 4K/60p large sensor, interchangeable lens pro camcorder you can buy. Higher resolution than the C100 Mark II - for a lot less money than the FS5.
With built-in XLR inputs, there is no need for the cost or hassle of external sound recorders or preamps. With built-in ND filters, you can avoid costly matte boxes or the hassle of screw-on NDs. With a high quality Metabones adapter, the LS300 is compatible with a wide range of affordable Canon mount lenses.
For less than $6K, this setup would be a very good value for the university's money.
