I know it's not 90's or 2000's, but if you haven't seen Dangerous Days: Making Blade Runner check it out. Overall it's a great documentary, but the visual effects section is top notch. It's amazing to see how those timeless effects were accomplished.
I believe it was packaged with the Blade Runner: The Final Cut bluray that came out recently.

It's here on Amazon for a decent price, unless you're not in the US.
No. The blu-ray copies are either a standalone final cut or the Five-Disk set with every cut of the film in it. I don't know of any other blu-rays existing.
If you just want The Final Cut version on blu-ray, then this one will do the job for under $8 new. This is the only release that I have on blu-ray (although I also have the Four Disc Collector's Edition on DVD) and I can vouch for it's quality.

I don't know that there are really any blu-ray/DVD combo releases that are going to be affordable, so if you need both you might just have to pick them up separately.
