Buy a couple of these https://www.amazon.com/Bulldog-Cases-Economy-Scoped-44-Inch/dp/B001AQROSY/ref=sr_1_5?s=hunting-fishing&ie=UTF8&qid=1481480451&sr=1-5 as well as a ammo box and just a random gym bag. Weigh down the rifle bag a bit as well as the ammo box. No need to actually buy a gun and ammo. Now, on a regular basis, during the day when you are going out, lug the bags out to your car, throw them in the trunk and go run your errands. Take them out of the car when you get home, repeat about 1-2 times a week. Make it look like you are going out for target practice.

I have guns, though they are just for target shooting as a hobby, but I've also worked in some pretty sketchy neighborhoods and this works for me. These young gentlemen are watching your house whether you know it or not, once a couple see you lugging around gun bags, ammo boxes and accessories I suspect the instances are going to start falling away. I've had my run ins with kids in my neighborhood but no vandalism because I'm also know as that guy who has a shit load of guns. They keep it up because they think you are an easy target. Give them something to think about.

I am not a lawyer.

I take this section as pertaining to interstate transport from the repeated reference "through the state." When I am transporting to the range I am usually carrying a handgun on myself and have my other range guns in an unlocked soft case thrown into the rear of my Jeep. I don't keep them loaded (other than my carry weapon) due to safety reasons (not due to a restriction in the law). For hand guns, I typically have a soft case like this and for the rifles, I typically have a soft case like this, with a range bag like this that holds the range equipment and magazines for the rifles.

I do load the magazines before going to the range because, more shooting less loading.

EDIT - EDIT: I see that you probably know this was referring to interstate transfer due to the title of that section of law. Maybe it wasn't clear to you that this section refers to out of state residents driving through the state or to a shooting range within the state and does not apply to you as a CT resident.
