My cat was obsessed with playing in her water until I got her a water fountain and it solved the problem. Turns out the "pawing" wasn't so much for fun as it was to "stir" the water to make it more appetizing. Would highly recommend!
I have this one
A Hurom masticating juicer I bought at auction for $15. Makes awesome juice. It's an older model, but I figured I would keep it awhile and see if I used it enough to make buying a newer one worthwhile since they're like $400.
I also found a pet fountain I kept for my cats, but l knew those existed before I found it. It's a Catit Fresh and Clear and I found it brand new for $8 at Savers.

Bought one of those cat fountains. Specifically this one because the petmate ones at the store- weren't quite the same.

I believe it depends on the cat. Some cats apparently develop some kind of acne or rash on their chin when eating and/or drinking from plastic bowls. If that's not the case for your cats then it should be fine, probably better than them not drinking enough water.
I wouldn't get the cheapest available one however because a known brand should mean that whatever plastic they say they use is the one they truly use. You may also be able to find some cheaper ceramic ones, and it is usually better than plastic, but I've only seen some over US$50

Overall it seems that the cheaper they are the more design flaws or quality flaws there are so if you're unsure if your cats would use a fountain you could always try a cheap plastic one and later invest in a good quality stainless steel or ceramic one.
